Through this engaging and empowering short documentary, Grade 4 to 7 students learn that their local conservation efforts can have far-reaching results. This lesson is made concrete through the experience of youth in Matamoros, Mexico, where a severe water shortage led the city to take the unusual step of putting local children in charge of changing adult attitudes and habits.
Thousands of school children were enlisted as "water detectives" -- educated in concepts of water conservation, and encouraged to discuss the importance of proper water usage with adults. Kids were authorized to give "tickets" to transgressors who were seen to be wasting water, and the municipality followed up by fixing leaks and visiting homes. The result? Matamoros lowered its water consumption by nearly 20% in just one year!
Featuring lively narration from Mariana, Carlos and Raoul - three water detectives from Matamoros -- the film's message is inspiring for school children everywhere

00:00:10.000 --> 00:00:14.999
Water, water is life. Without
it nothing can live.
00:00:15.000 --> 00:00:19.999
This is a story about water
00:00:20.000 --> 00:00:24.999
and the river and the city
at the end of that river.
00:00:25.000 --> 00:00:29.999
The river begins high up
in the rocky mountains
00:00:30.000 --> 00:00:34.999
thousands of kilometers away.
00:00:35.000 --> 00:00:39.999
Lots and lots of people use the
water as much as wastes out.
00:00:40.000 --> 00:00:44.999
[music]
00:00:45.000 --> 00:00:49.999
The river is called the (inaudible)
00:00:50.000 --> 00:00:54.999
and the city is (inaudible) Mehico.
00:00:55.000 --> 00:00:59.999
It\'s the last place before the river
empties into the gulf of Mehico.
00:01:00.000 --> 00:01:08.000
[music]
00:01:10.000 --> 00:01:14.999
Almost half a million people in the city
get out their water from this one river
00:01:15.000 --> 00:01:19.999
and right now it\'s pretty full.
But a few years ago
00:01:20.000 --> 00:01:24.999
it dried up and there was no water
for anyone. This was a crisis.
00:01:25.000 --> 00:01:29.999
So here\'s the problem, \"How
could this city get everyone
00:01:30.000 --> 00:01:34.999
especially the grownups to think
about water in a new way?\"
00:01:35.000 --> 00:01:39.999
In other words, to create a
whole new culture of water.
00:01:40.000 --> 00:01:44.999
Something they did have was children.
00:01:45.000 --> 00:01:49.999
Children who could teach
adults and that\'s how the idea
00:01:50.000 --> 00:01:54.999
of the \"water detectives\" was born.
00:01:55.000 --> 00:02:03.000
[music]
00:02:10.000 --> 00:02:14.999
As a water detective, I\'ve learnt many things.
But mostly about how to take care of water.
00:02:15.000 --> 00:02:19.999
I\'ve also learned a new appreciation
of water. As a water detective,
00:02:20.000 --> 00:02:24.999
I\'ve struggled a little because there are some adults who
don\'t want to understand the serious situation here.
00:02:25.000 --> 00:02:29.999
But I know that when we children grow up, we won\'t have this
problem because we are a part of a whole new culture of water.
00:02:30.000 --> 00:02:34.999
Good afternoon,
00:02:35.000 --> 00:02:39.999
why you\'re washing your car with a hose?
Well, because I paid for the water.
00:02:40.000 --> 00:02:44.999
But the water isn\'t yours. It belongs to
all of us. I paid for it, so it\'s mine.
00:02:45.000 --> 00:02:49.999
What you\'re charged for is bringing it
to your home. Not the water itself.
00:02:50.000 --> 00:02:54.999
Okay, who are you anyway?
I am Adiana Domingus(ph).
00:02:55.000 --> 00:02:59.999
I\'m a water detective. This is my city.
On the north is the United States
00:03:00.000 --> 00:03:04.999
and here is Mexico. This is our river.
It starts in Colorado
00:03:05.000 --> 00:03:09.999
and passes through three of the US states and
five Mexican states. We\'re the last city
00:03:10.000 --> 00:03:14.999
to use the water from this river. We saw
the river go dry once on July 4th, 2000
00:03:15.000 --> 00:03:19.999
and we don\'t want to see that happen again.
00:03:20.000 --> 00:03:24.999
[music]
00:03:25.000 --> 00:03:29.999
My name is (inaudible).
00:03:30.000 --> 00:03:34.999
I\'m 9 years old, I\'m in the Fourth grade
and I study at (inaudible) College.
00:03:35.000 --> 00:03:39.999
I\'m his brother. My name is (inaudible). I\'m in
second year of high school at (inaudible) College.
00:03:40.000 --> 00:03:44.999
We live in (inaudible).
This is our neighborhood.
00:03:45.000 --> 00:03:49.999
This is our little family store.
And we are water detectives.
00:03:50.000 --> 00:03:54.999
[music]
00:03:55.000 --> 00:03:59.999
This is where we pick up the water.
00:04:00.000 --> 00:04:04.999
And through the pumping station
it goes to the reservoir.
00:04:05.000 --> 00:04:09.999
[music]
00:04:10.000 --> 00:04:18.000
[sil.]
00:04:25.000 --> 00:04:29.999
This is one of four reservoirs in our city. It\'s
where the water pump from the (inaudible) comes.
00:04:30.000 --> 00:04:34.999
[non-English narration]
00:04:35.000 --> 00:04:39.999
Because of the growth in population and industry, there
is an increased demand for access to clean water.
00:04:40.000 --> 00:04:44.999
You can see here that apparently
there is lots of water,
00:04:45.000 --> 00:04:49.999
but no. It\'s actually a small amount
00:04:50.000 --> 00:04:54.999
that would only will last about three days.
00:04:55.000 --> 00:05:03.000
[music]
00:05:10.000 --> 00:05:14.999
Meet the super heroes. Super (inaudible),
00:05:15.000 --> 00:05:19.999
the water drop who conserves
water, DK, his side kick
00:05:20.000 --> 00:05:24.999
and the bad guy, (inaudible)
00:05:25.000 --> 00:05:29.999
who goes around wasting water.
00:05:30.000 --> 00:05:34.999
[sil.]
00:05:35.000 --> 00:05:39.999
Luckily, (inaudible) are
there when we need them.
00:05:40.000 --> 00:05:44.999
Ready to set a good example.
00:05:45.000 --> 00:05:49.999
The water detectives and super heroes are part
of a big campaign. There are superhero murals
00:05:50.000 --> 00:05:54.999
all over town, along with plays,
contests and presentations at schools.
00:05:55.000 --> 00:05:59.999
[non-English narration]
00:06:00.000 --> 00:06:04.999
What we do is promote the
detectives in our community
00:06:05.000 --> 00:06:09.999
and give presentations about how to take care of
water. So all the children can join the group.
00:06:10.000 --> 00:06:14.999
[music]
00:06:15.000 --> 00:06:19.999
Good afternoon. Good afternoon.
00:06:20.000 --> 00:06:24.999
I\'m (inaudible) and I\'m part
of the water detectives.
00:06:25.000 --> 00:06:29.999
I\'m here to make a suggestion.
00:06:30.000 --> 00:06:34.999
Hello, good afternoon. Good afternoon. I\'m
Adiana Domingus and I\'m a water detective.
00:06:35.000 --> 00:06:39.999
Pleased to meet you. Listen, you
shouldn\'t be wasting water like this
00:06:40.000 --> 00:06:44.999
because we can only use
1% of the Earth\'s water.
00:06:45.000 --> 00:06:49.999
[music]
00:06:50.000 --> 00:06:54.999
If we are walking by on the street,
00:06:55.000 --> 00:06:59.999
and we see a water leak, we have to
report it otherwise water is being lost.
00:07:00.000 --> 00:07:04.999
Being a water detective,
00:07:05.000 --> 00:07:09.999
doesn\'t just mean carrying your
Id and saying, \"I\'m a detective.\"
00:07:10.000 --> 00:07:14.999
We have make sure that at home you\'re
not wasting water or your parents,
00:07:15.000 --> 00:07:19.999
neighbors or friends. And don\'t play with water
because it\'s vital and it\'s running out.
00:07:20.000 --> 00:07:24.999
It developed the children an awareness
00:07:25.000 --> 00:07:29.999
of the importance of taking care of water.
00:07:30.000 --> 00:07:34.999
They learned from an early age and in turn,
teach us. When they see us wasting water,
00:07:35.000 --> 00:07:39.999
they tell us, \"Dad, don\'t waste water.\"
00:07:40.000 --> 00:07:44.999
If there\'s a leak they\'d say,
00:07:45.000 --> 00:07:49.999
\"Dad, you better fix that leak because water is being wasted.
And we cannot do that.\" So we do learn a lot from them.
00:07:50.000 --> 00:07:58.000
[sil.]
00:08:00.000 --> 00:08:04.999
I just found the leak at this water meter.
00:08:05.000 --> 00:08:09.999
This is one of the most modern that we have. And
it can tell us how much water we\'re consuming.
00:08:10.000 --> 00:08:14.999
It\'s very easy to read. You can
see that it shows 28 cubic meters
00:08:15.000 --> 00:08:19.999
that have been consumed so far.
It helps us to pay our fair price
00:08:20.000 --> 00:08:24.999
and take care of the water.
00:08:25.000 --> 00:08:29.999
Almost half of the city\'s water was
wasted because of leaks and carelessness.
00:08:30.000 --> 00:08:34.999
The city is gradually
changing the old leaky pipes.
00:08:35.000 --> 00:08:39.999
But changing pipes is easier than changing
attitudes. The most important change
00:08:40.000 --> 00:08:44.999
is believing in a new culture of water.
Unless this happens
00:08:45.000 --> 00:08:49.999
the people here might
run out of water again.
00:08:50.000 --> 00:08:54.999
Right now, the river is
maintaining its same flow.
00:08:55.000 --> 00:08:59.999
Although the people who
are monitoring the river
00:09:00.000 --> 00:09:04.999
say that little by little every year the
river is diminishing more and more.
00:09:05.000 --> 00:09:09.999
The plant that is at the
river to extract water
00:09:10.000 --> 00:09:14.999
currently takes 600 to a 1000
litres of water per second.
00:09:15.000 --> 00:09:19.999
So you can imagine how much water
we\'re taking out of the river.
00:09:20.000 --> 00:09:24.999
If there was a drought, we\'d be the first ones to suffer.
None of you wants to see the (inaudible) dry out, right?
00:09:25.000 --> 00:09:33.000
[music]
00:09:40.000 --> 00:09:44.999
For me, it\'s important.
00:09:45.000 --> 00:09:49.999
Because like all children and youth in my community,
we all want to live in a world with water.
00:09:50.000 --> 00:09:58.000
[music]
00:11:15.000 --> 00:11:20.000
[sil.]
